"Under a new budget proposal from State Sen. Bruce Casswell, children in the state’s foster care system would be allowed to purchase clothing only in used clothing stores." If this were truly about the money, and not political showboating, why not focus on the dollar amount rather than the stores? If you spend $5 for three pairs of worn, stained socks at a thrift store, it's not magically cheaper than buying a brand new, never-been-sweat-in, 5 pack of socks on sale for $5 at a regular store.
